On December 15, the State Council issued the "Approval on Approval of the Establishment of Comprehensive Cross-border E-commerce Pilot Zones in 24 Cities, including Shijiazhuang" (hereinafter referred to as the "Approval"). I. Positive progress has been made in the cultivation of new business formats such as cross-border e-commerce

Cultivating new trade formats and new models such as cross-border e-commerce is an important measure to adapt to the new trends of the industrial revolution, promote the stability and quality of imports and exports, and cultivate new advantages in foreign trade competition. Since 2015, the State Council has approved the establishment of 35 cross-border e-commerce comprehensive test zones (hereinafter referred to as comprehensive test zones) in three batches, which has effectively promoted the development of cross-border e-commerce.

The Ministry of Commerce has thoroughly implemented the decision-making and deployment of the Party Central Committee and the State Council, and has actively reformed and innovated with various departments and localities to promote cross-border e-commerce to promote trade process optimization and regulatory innovation. It has established a policy framework centered on the "six systems and two platforms" and replicated and promoted them. It has introduced 36 mature experiences and practices in 12 aspects, introduced cross-border e-commerce retail export “no ticket and tax exemption” and other policies, promoted data sharing among various departments, built new infrastructure, and achieved remarkable results in the development of cross-border e-commerce, which has provided high-quality development for China's foreign trade. 2. The "Reply" clearly promotes the construction of comprehensive test areas on a larger scale

The "Approval" agreed in Shijiazhuang, Taiyuan, Chifeng, Fushun, Hunchun, Suifenhe, Xuzhou, Nantong, Wenzhou, Shaoxing, Wuhu, Fuzhou, Quanzhou, Ganzhou, Jinan, Yantai, Luoyang, Huangshi, Yueyang, Shantou, Foshan, Luzhou, Haizhou Comprehensive test zones have been set up in 24 cities including Dongchuan and Yinchuan. Among them, 13 new comprehensive test areas were set up in the Midwest and Northeast China. This is an important measure to coordinate the development of the western region, the overall revitalization of the northeast region, and the rise of the central region.

The "Reply" requires that the relevant provincial (autonomous region) people's governments should effectively strengthen the organization and leadership of the construction of comprehensive experimental zones, highlight local characteristics and advantages, and improve specific implementation plans as soon as possible and do a good job of organizational implementation. Since last year, the Ministry of Commerce, together with relevant departments, has successively introduced supporting policies such as cross-border e-commerce retail export value-added tax, consumption tax exemption, and income tax approval collection. These policies will also be implemented in new comprehensive test zones. For comprehensive test areas with regulatory requirements, the research will be included in the scope of cross-border e-commerce retail import trials. Relevant departments will strengthen coordination and guidance and policy support, in accordance with the principles of encouraging innovation, prudent tolerance, innovative policy measures, strengthen communication and collaboration, and create a good environment for the development of comprehensive test areas. The Ministry of Commerce will, in accordance with the requirements of the "Reply", work with relevant departments to guide local governments to further do a good job in the construction of comprehensive test zones, and solidly promote the healthy and rapid development of new business formats and models such as cross-border e-commerce.
